The government was working on the idea of a project called the ‘Dhaka Mass Rapid Transit Development Project‘ to launch metro rail in Bangladesh. Finally, in December 2012, the ‘Dhaka Mass Rapid Transit Development Project’ or ‘Metro Rail Project was approved by the Executive Committee of the National Economic Council (ECNEC). A total of five route lines have been proposed for the project, including MRT lines 1, 2, 4, 5, and 6. ‘The Dhaka Urban Transport Network Development Survey (DHUTS 1)’ was evaluated with funding from Japan International Cooperation Agency (JICA) and the first MRT route was selected for the metro rail named ‘MRT Line-6’. The total cost of the project is estimated at $2.82 billion, of which JICA is paying around 75 percent or $2.13 billion at an interest rate of 0.01 percent. The remaining 25 percent will be funded by the Government of Bangladesh.

Hon’ble Prime Minister Sheikh Hasina started the construction work in June 2016. Initially, the length of ‘MRT Line 6‘ was proposed as 20.1 km, from Uttara to Motijheel, which was later extended to Kamalapur, thereby increasing the length of the route by another 1.16 km. Its total length will be 21.26 km. There will be a total of 17 stations on the route and 24 train sets will run on the route. On 29 August 2021, the first trial run was conducted from Dia Bari to Uttara. Metro Rail will start commercial operations on the Uttara-Agargaon route in December 2022. Once completed, the Dhaka Metro rail is expected to carry around 60,000 passengers per hour or 960,000 passengers per day from 6 am to 10 pm.

MRT Line 1 is another important route under the Metro Rail project. MRT Line 1 will be built on two different routes. The first one, known as the ‘Airport Rail Link’, was planned to be constructed from Kamalapur to the airport, which was later extended to Gazipur. This route will be the first underground metro rail system which will also have underground stations. Construction is expected to begin in March 2022. The underground line will carry about 800,000 passengers per day. The second route of MRT Line 1 will be constructed from Baridhara to Purbachal, which will be known as Purbachal Route. This route will be an elevated rail route. Both routes of MRT Line 1 are expected to be completed by 2026.

Besides, MRT Line 4 will be constructed from Kamalapur railway station to Narayanganj, which is expected to be completed by 2030. MRT Line 2 will operate on the ‘Gabtoli’ to ‘Chittagong Road route, which is expected to be completed in 2030.

There are two types of transportation systems in the Dhaka Metropolitan Area. One is an affordable mode of transport, including public buses, Lagunas, and rickshaws. However, one has to struggle to use such transport for various reasons, including excessive congestion and overcrowding. On the other hand, CNG and taxi cab services are also available as public transport, but they are relatively expensive. Although many people use private vehicles for transportation, it is not a viable option for everyone. Metrorail will provide a convenient transport service for those who cannot afford to recover economically from using expensive public transport and continue to suffer due to the lack of affordable transportation.

Every megaproject of the government has a commercial aspect of making profits. However, like other commercial projects, profit-making is not the primary objective of government-initiated projects. In most cases, the government faces losses and usually provides a huge subsidy so that the people can benefit from affordable services. Although this initiative causes financial losses, the country’s economy benefits in other areas.

Due to traffic congestion, there is a huge economic loss in Bangladesh. According to a BUET study conducted in 2018, traffic congestion in Dhaka city costs $4.4 billion annually, which is more than 10 percent of the national budget. According to a 2017 World Bank report, 3.8 million working hours are wasted every day due to traffic congestion in Dhaka. Considering the value of the lost working hours, the amount of damage is widespread, which creates a negative impact on the national economy. According to Moazzem Hossain, director of the Accident Research Institute, Bangladesh can save $ 2.6 billion if it reduces traffic congestion in Dhaka by 60 percent. In addition, according to the Daily Star report, the metro rail project will save $ 2.4 billion per year, which is equivalent to 1.5 percent of the national GDP. Besides, the metro rail will make commuting easier for more than 15 million people in Dhaka and speed up daily life, which will create a big positive impact on the economy.

Metro rail will be a convenient means of transportation for the people of Dhaka. Because it will provide an air-conditioned transport facility with a lot of passenger carrying capacity, it will carry about 60,000 passengers per hour and a train will travel to each station every 4 minutes. Moreover, women are often harassed in the use of existing public transport. These include long waiting times during peak hours, physical or verbal harassment, lack of seats, getting on or off the bus safely, and finding suitable transportation. For these reasons, women are reluctant to use the existing public transport system. So, they will be more interested in traveling by metro rail. As a result, women’s participation in the workplace will increase.

Metro rail will bind the population of our country to a new era of technological advancement. In developed countries, an advanced route system has been created by combining metro rail and other public transportation means so that people can travel to their destination only through a payment card. The Metro rail system is already being built in Bangladesh. The system can be gradually expanded to all types of public transport. This will help in bringing digitalization to the country’s transport system as well as gradually moving towards a cashless economy.

If the metro rail is launched, the population density can be reduced in Dhaka city. People can stay out of the city at a much lower cost of house rent and can easily come to Dhaka for office and other work. For example, people living in Gazipur or Narayanganj areas can go to the main city in less than an hour when all routes are completed. There is scope for future expansion on every metro rail route. Thus, the entire transit system can be extended to nearby cities. At present, people living in these areas can also join the main city’s workforce without living there.

In addition, there will be a lot of commercial development and the fares and prices of facilities around the route will increase. Secondly, residential buildings will be rebuilt for commercial facilities. As a result, people living in those areas will be forced to move to low-rented places and eventually, people will be decentralized from the central city.

All vehicles plying on Dhaka’s roads depend on fossil fuels, which contribute significantly to environmental pollution. Besides, significant development initiatives are underway in Dhaka and its surrounding areas. As a result, Dhaka has consistently topped the list of the most polluted cities in the world in recent years. Metro rail will have a positive impact on the environment of the capital. Dhaka’s air pollution is much more severe than other megacities. Since the metro rail is ‘powered’ and can carry more passengers per hour, the trend of commuting through buses and other transport in Dhaka will be reduced. This will reduce the number of vehicles on the road, which will be beneficial for the environment. In addition, mass-spring system (MSS) technology will be used in metro rail to reduce noise, shock, and vibration. Concrete side walls will also be erected to prevent noise pollution. This technology will reduce the impact of metro rail on the environment.

Therefore, it can be safely said that the metro rail is the dream project that will transform Dhaka city from its current state to a modern cosmopolitan. Bangladesh has become a middle-income country, it is only a matter of time to enter the developed world future. If continuous development continues, then that time is not far away. Metro rail, an essential part of the developed metropolis of Dhaka of that golden future, is a reality today.
