History
The history of APDCL can be traced back to the formation of ASEB in 1959, which was responsible for the generation, transmission, and distribution of electricity in Assam. However, due to various reasons, including financial losses, technical inefficiencies, and political interference, ASEB became defunct over time. To address these issues, the Government of Assam decided to restructure ASEB and create separate entities for the generation, transmission, and distribution of electricity. Accordingly, Assam Power Generation Corporation Limited (APGCL), Assam Electricity Grid Corporation Limited (AEGCL), and APDCL were formed in 2003, 2006, and 2009, respectively.
Organizational Structure
APDCL is headed by a Chairman and Managing Director (CMD), who is assisted by directors in different functional areas such as finance, engineering, human resources, and legal. The CMD and directors are appointed by the government and are responsible for the overall management and administration of APDCL. APDCL has a workforce of around 24,000 employees, including engineers, technicians, administrative staff, and field workers. The employees are organized into various departments such as operations, maintenance, customer service, revenue, and vigilance.
Functions
The primary function of APDCL is to distribute electricity to consumers in Assam. APDCL purchases electricity from APGCL and other sources, such as the National Thermal Power Corporation (NTPC) and Damodar Valley Corporation (DVC), and distributes it through its network of transmission and distribution lines. APDCL caters to a wide range of consumers, including households, commercial establishments, industries, and government offices. APDCL also provides various value-added services, such as online bill payment, billing and metering services, new connection services, and 24×7 customer care support.
Services
APDCL offers a range of services to its consumers, which include:
Online Bill Payment: Consumers can pay their electricity bills online through the official website or mobile app of APDCL. The online payment mode is fast, secure, and convenient, as consumers can pay their bills from anywhere and at any time.
Billing and Metering Services: APDCL provides accurate and timely billing services to its consumers. The billing process is transparent, and consumers can view their consumption details and billing history online. APDCL also ensures that meters are installed and maintained properly to record accurate readings.
New Connection Services: APDCL provides new connection services to consumers who want to avail of electricity supply for the first time or want to increase their load capacity. The new connection process is streamlined, and consumers can apply online or offline for a new connection.
Customer Care Support: APDCL has a dedicated customer care center, which provides 24×7 support to consumers. Consumers can call, email, or visit the customer care center to resolve their queries related to billing, metering, new connections, and other services.
Achievements
APDCL has made significant progress in improving the quality and reliability of the electricity supply in Assam. Some of its achievements are:
Reduction in Aggregate Technical and Commercial (AT&C) Losses: APDCL has reduced its AT&C losses from 32% in 2009 to around 13% in 2021, which is one of the lowest in the country. This has been possible due to various measures such as metering, billing, collection, and energy auditing.
Increase in Revenue Collection: APDCL has increased its revenue collection from Rs. 1,100 crores in 2009 to over Rs. 6,000 crore in 2021. This has been possible due to improved billing and collection efficiency, reduction in losses, and expansion of the consumer base.
Power Sector Reforms: APDCL has implemented various power sectors reforms, such as the Restructured Accelerated Power Development and Reform Program (R-APDRP), Integrated Power Development Scheme (IPDS), and Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY), which have led to the modernization and upgradation of the power infrastructure.
Challenges
Despite its achievements, APDCL faces several challenges that hinder its performance
