Proposal to appoint retired teachers on contract basis in primary schools

The Parliamentary Committee of the Ministry of Primary and Mass Education has proposed the contractual appointment of retired meritorious teachers in primary schools. To ensure quality education to the young students, a list of meritorious teachers from all the districts of the country was prepared and they were advised to recruit them on a contract basis through a project.

 

In a recent meeting, mp Mostafizur Rahman, who presided over the committee, said training the teachers of the primary school by sending them abroad to improve their skills and techniques was not very fruitful. Although a large amount of government money was spent on it, it did not benefit from that proportion. Instead, meritorious teachers from across the country who are retiring at a low cost or those waiting for retirement can be appointed on a contract basis. It will be more productive if the district board prepares their list and appoint them on a contract basis.

 

He proposed to set up a district-wise cell and take up a pilot project to find out these teachers and prepare a list. Mostafizur Rahman said many people are questioning the teaching ability of most of the teachers of the newly nationalized 26,193 schools. It has become difficult to ensure quality primary education with these teachers. Even with the training, it was not possible to increase their capacity. To address this problem, he has suggested that teachers of previously nationalized schools or newly appointed teachers should be promoted to those (last nationalized) schools.

 

Suggesting that the program should be completed before the start of online teacher transfer, another member of the committee said that there is a need to focus on psychologically motivating to enhance the skills of the backward teachers. He urged the teachers of 64 districts of the country to take necessary measures to verify their teaching techniques and skills and report.

Begum Meher Afroz, another member of the committee, said that if there is a secondary school along with the government primary school, then there is a need to give importance to the reservation of the ground in the construction of the boundary wall. If a ground is owned by two schools, then the boundary wall can be constructed by negotiating the boundary of the land owned by the primary school. A decision to construct a boundary wall only around the boundaries of the primary school can lead to complications later on. In this case, he has suggested that the land of the primary school be rejected.

 

In the meeting, Secretary of the Ministry of Primary and Mass Education G M Hasibul Alam said the land cancellation is very important for the construction of boundary walls and maintenance of the property in government primary schools. Discussions are underway with the Ministry of Land in this regard. Necessary measures will soon be taken to evict the land in all the primary schools in the country. If that is the case, the complexities related to the boundary wall and boundary demarcation will be solved to a great extent.
